You don't have to use Google Plus to use Photos, but you can if you want. If you edit a photo in Google Photos, then you can not see that in the Google Drive version of the photo. The official Google Photos app is made for the way you take photos today and includes essential features like shared albums, automatic creations and an advanced editing suite. It could be faulty color management displaying the photo in wide color in the Windows Photos program, or perhaps some post-processing from an external program or your GPU that makes it more vibrant in the Windows Photos viewer app. Google Photos is the home for all your photos and videos, automatically organized and easy to share.
